The background is a complaint filed by the European Commission against Google on the basis of a distortion of competition from 2017. Google has since been forced in Europe to play out the results of other comparison sites in addition to its product results. 

To make the program more attractive for product comparison sites, Google has introduced a so-called margin on its shopping auctions. 

This means concretely: 

When a merchant places a bid of 0.50€ via Google Shopping (without CSS partners), Google retains a margin of 20%. In this case, that would be 0.10€. As a result, the merchant participates in the auction with only 0.40€, but ultimately pays 0.50€ for a click (since Google retains 0.10€ of the original bid). This margin does not apply to CSS partners. This means a merchant through a CSS partner (such as Comparison-Shopping-Services.com) only has to bid and pay 0.40€ to match a merchant without a CSS partner and a bid of 0.50€. So he saves 20% click costs. This results in several opportunities. Either he saves the 20% click cost, or he offers 0,50€ like the other merchants and gets more reach and clicks.

What is a CSS?

A CSS is a comparison platform where merchants can list their products. The comparison page forwards the end customers to the retailer’s online store so that they can order the products there. To run Shopping ads through Google Ads, merchants need at least a CSS. The default CSS in that sense is Google or Google Shopping Europe.


How can I participate in the CSS program?

To participate in the CSS program and thus receive the benefits (e.g. 20% click cost savings), there are several ways. One possibility is an existing Merchant Center at a CSS partner to be converted . In this case, the merchant already has a Merchant Center, which is played out via Google Shopping Europe (GSE). The second option for a merchant is to set up a new Merchant Center created by a CSS partner. Either because he does not have a Merchant Center yet, or because he wants to have his products served via 2 CSS partners in parallel. This process is also called double listing and is becoming increasingly popular among traders.
